Cities have different populations. It's important to compare shooting rates between different cities in terms of 'per capita'. That means shootings are measured per 100,000 people. This makes sure that you're comparing apples to apples. Politicians deceive the public by using just the number of shootings without comparing them on a per capita basis. This map shows all crimes on a 'per capita' basis.
There are different types of crimes - violent, property, arson, burglary, manslaughter, rapes... It's important to be clear about what types of crimes are being compared.
